Requirements and tox refresh. Sitting alongside the branch cleanups, a series of "Fix requirements files" and "Update tox.ini and re-generate requirements" changes regenerate pinned dependency sets — six tox/requirements regenerations plus three larger requirements fixes. A separate change bumps PyYAML to 6.0.1 specifically to unblock the build (991313), and a small follow-up adds *_proxy environment variables to tox passenv so proxied build environments work.

Elsewhere. A one-line "Fix build" change closes out the week; no functional charm or BIND-layer work merged.
