CI cleanup sweep across stable branches. The week was dominated by a coordinated CI refresh spanning every active branch from Yoga through master. Six changes — touching roughly 8,400 lines in aggregate — rewrote test configuration and tox plumbing on the Yoga, Zed, Antelope, Bobcat, Caracal, and master branches, with the largest churn landing on Yoga. The pattern is uniform across branches, suggesting a unified rebase of the charm's CI scaffolding rather than per-branch tweaks.

Build and runtime fixes. Four small patches addressed a layer-basic runtime error across branches, and a one-line bump pinned PyYAML to 6.0.1 to unblock the build.

Effectively no functional charm code moved this week — the entire window was branch maintenance.
