Six changes — touching roughly 8,400 lines in aggregate — rewrote test configuration and tox plumbing on the Yoga, Zed, Antelope, Bobcat, Caracal, and master branches, with the largest churn landing on <a href="https://review.opendev.org/c/openstack/charm-neutron-api-plugin-ovn/+/993584">Yoga</a>. The pattern is uniform across branches, suggesting a unified rebase of the charm's CI scaffolding rather than per-branch tweaks.</p>
<p><strong>Build and runtime fixes.</strong> Four small patches addressed a <code translate="no">layer-basic</code> runtime error across branches, and a one-line bump pinned PyYAML to 6.0.1 to unblock the build.</p>
