CI cleanup across stable branches. The week was almost entirely a coordinated sweep through the charm's per-release CI configurations, touching Master, Caracal, Bobcat, Antelope, Zed, Yoga, and beyond. The six "Cleanup … CI" changes alone account for roughly 12,000 lines of churn, refreshing test scaffolding consistently across every supported branch. Tooling refresh. Following the cleanups, six tox.ini updates regenerated requirements across the same branch matrix, and five tiny patches added HOME to passenv so zaza functional tests can run under classic charms. A separate change added *_proxy envvars to tox passenv for proxied build environments.

No functional charm code or driver behavior changed this week — the activity is purely branch-wide CI and test-harness maintenance.
