Tooling refresh. Following the cleanups, six tox.ini updates regenerated requirements across the same branch matrix, and five tiny patches added HOME to passenv so zaza functional tests can run under classic charms. A separate change added *_proxy envvars to tox passenv for proxied build environments.

No functional charm code or driver behavior changed this week — the activity is purely branch-wide CI and test-harness maintenance.
