Stability fixes with wide backports. The bulk of the week's churn is two bugfixes propagated across stable branches. A correction to Docker cpuset dimension comparison landed on master plus two backports (~207 lines total), and a fix delegating fernet key distribution to the correct host was carried across four branches. Together these account for eight of the eleven merges.

Neutron and OVN. On the networking side, Neutron config file loading was refactored to clean up how configuration is assembled. Two smaller OVN-related fixes also merged: removal of a stale sysctl override from the OVN VPN agent, and a fix for FWaaS when running with OVN.

Elsewhere. A proposal bot bumped ansible-lint/j2lint pins in lint-requirements.txt.
