Tooling and CI. The bulk of the churn went into pipeline plumbing: the docker-push-image role and the zuul-ansible-lint tox environment were fixed, Dockerhub credentials rotated, and ansible-split-streams enabled for the rally-task-at-devstack job. A stray datetime.datetime.utcnow call was also replaced with a timezone-aware equivalent.

Release and docs. Version 4.1.0 was proposed and its release date updated, accompanied by a changelog touch-up linking the relevant bug report. Documentation was scrubbed of the last references to the deprecated task v1 format, closing out that migration.
