Packaging and lint. Build configuration migrated from the legacy setup.cfg/setup.py layout to pyproject.toml, and the hacking pin was bumped to a current release, dropping a batch of stale exclusions along the way. Older stray unicode characters were scrubbed from the source tree, and two typo fixes landed.

Translations and branch plumbing. Roughly the remaining ~1,900 lines of churn came from seven Zanata translation imports rolling in updated message catalogs, plus a .gitreview update pointing the unmaintained/2023.1 branch at its new home.
